Prefix is essentially the ChromeVox key when there is a conflict, except it is pressed prior to the ChromeVox-modified key you want rather than being held down at the same time. For example, by default, the ChromeVox key is mapped to the alt and control keys, but this causes a major conflict with a lot of system shortcuts. So you can press the control+semicolon prefix key and double-tap the letter o in order to open the options window and change this key sequence. Note that there will probably be some conflicts no matter what combination of keys you use as the ChromeVox modifier, so it is a good idea to note such conflicts and use the prefix in those situations.
