You can try as root "modprobe speakup_soft" at a shell prompt and if there is no messages it is installed. If that works you will need to install the espeakup or speech-dispatcher packages for software speech. You can do, once again as root, "aptitude install espeakup" or apt-get if you prefer that. If you get speakup working with those commands then you can just place a line at the bottom of your /etc/modules file that says "speakup_soft" without the quotes. Installing espeakup will automatically set it up to start at boot.
