But good luck to get speechdup working
I have tryed
Yes it installs but no speech at all
Debian wheezy i386

Hello Donna: I believe if it is a recent ubuntu speakup should already
be on the machine. You can try as root "modprobe speakup_soft" at a
shell prompt and if there is no messages it is installed. If that works
you will need to install the espeakup or speech-dispatcher packages for
software speech. You can do, once again as root, "aptitude install
espeakup" or apt-get if you prefer that.

If you get speakup working with those commands then you can just place a
line at the bottom of your /etc/modules file that says "speakup_soft"
without the quotes. Installing espeakup will automatically set it up to
start at boot.
