debian orca install question

What is the best way to install orca so once installation is finished one 
has a good probability of getting it to come up talking during initial 
setup and at login once gdm3 runs?
I tried tasksel and installed the desktop environment.  While gnome-orca 
got downloaded, it did not work correctly after installing this way.  I 
suspect installing the whole desktop environment installs package that 
fight with orca and orca's support files or that some necessary 
configuration was not done over here when I tried that.  Right now, there 
is no mouse nor monitor attached to the Linux box and that may have caused 
its own set of problems as well.
