In the case of Fedora it's blacklisted in /etc/modprobe.d/blacklist.conf. If not corrected, beep won't work. Also, the module needs to be loaded. Do lsmod and look for snd_pcsp. Lastly, it needs to be turned on and volume applied (with amixer).
