speech dispatcher with speakup

The config file message is dumb, but harmless and it goes on to find
them in the correct place anyway.  I have had both the swift and dec
modules working, but swift does not do well in a normal console
environment, its much more suited to asterisk or some such where it just
plays a short phrase.
