speech dispatcher with speakup

Once speech-dispatcher is running, you just run speechd-up -d
There is a fork of speech-dispatcher and speechd-up under the name 
opentts.
The programs have different names, but are the maintained versions of the 
mensioned programs.

The debian based distros have packages for both speech-dispatcher and 
speechd-up.
