No. If ubuntu has speakup packages, along with espeakup, the speakup/espeak connector, you should be able to build your kernel using a combination of speakup and espeakup to get software speech output via your sound hardware at the text console. If ubuntu still doesn't provide speakup/espeakup, and if you're already comfortable with building kernel modules, and compiling software, you can still use speakup in the text console, with software speech, to build your kernel.
