A quick search of packages.ubuntu.com revealed "speakup-tools".  It should
be in that package.

Speakup runs in kernel-space, so it generally shouldn't be interacting
with files on disk.  There is a principle of OS design that applies
here: the separation of policy and mechanism.  A kernel component shouldn't
be deciding why and when to save settings.  That is policy.
