I don't know about slackware these days, but given its nature, I'd be surprised if they've jumped on the x bandwagon. If this person does have a hardware synth supported by speakup, then he should be fine with debian, or any other distro that still doesn't force x on you, provided he's willing to learn how to use the command line. If his hardware synth isn't supported by speakup, and software speech is his only option, then grml is probably his best bet for now in terms of doing the install independently. I seem to recall that archlinux, and gentoo let you install via software speech too, but I could be wrong here. I'm sure if I messed up somewhere, someone will correct me. Hth somewhat.
