I ran clamscan and it found 4 infected files and was able to remove two of them. Two of those were sanitizer test cases and the other two came up as messages clamlib pua scan couldn't get messages back from (warnings). For that reason I expect the problems here are isolated to this single machine and don't indicate any build flaw with current version of speakup for debian.
