Yes. Same here. I had chalked it up to the fact that I was a step or two behind state-of-the-art since I was limiting myself to the packages from the Lenny distribution, but yesterday I got the latest speakup sources following Tony's steps, and the peculiar pitch and rate are as you describe them. It requires a touch of the rate and pitch controls in speakup to make them behave again. Using the talkwith script once again destroys my preferred settings until I can touch the rate and pitch keys.
