Want my personal opinion?
Don't bother with Gentoo, they dropped Speakup ages ago. Unless your
willing 
to grab Gentoo 2007.0 or ome older CD and do a networkless installation
with 
the Gentoo Linux Installer (GLI) and use a Speakup enabled kernel, and 
neveru pdate your packages, wich means you can't get Dispatcher, and all

that stuff from the net, (sinse you would need to)
Gentoo still doesn't support Speakup. Unless I'm wrong. Have  you ever
tryed 
using LFS?
There is a LFS CD rom image you can grab.
But it uses kernel 2.6.22 or something, witha git version of Speakup
that 
hasa bug where pasting text using Speakup's pasting command can crash
the 
computer.
