You can echo a value to settings located in either: /sys/module/speakup/parameters ...or: /proc/speakup For example: echo "5" > /sys/module/speakup/parameters/vol ...will set the volume to 5 from a script you can place in /etc/rc.boot, or whatever your system uses for personal system startup commands, like /etc/rc.local in Debian.
