Yes, elinks can deal with js on some sites. However, the standard
debian packages of elinks-lite, and elinks don't include js support by
default, so you'll need to build elinks from source.

There are of course the GUI browsers, but I have no idea how
orga/lsr/gnopernicus/whatever else plays with them.
