This is actually already possible.  In the voice files there are 2 parameters
for the pitch option.  Experiment with these parameters to get better
inflection.

This is a Speakup thing.  Change the pronunciation in /proc/speakup/characters.
This also applies to the z, which is pronounced with an h in Speakup by
default.
