There is a special boot image written to a reserved sector on the CD that makes it bootable. Simply copying and pasting the files to the CD won't copy that image as far as I know. You will need to burn the iso directly. But also note that when you burn the iso to the CD, you need to be sure you have files and directories on the CD rather than a single iso file. Most CD burning software will burn the iso correctly, but it is still wise to check to be sure it's correct.
