Also be sure the permisions are set right with x turned on. Again from experience, all source tarballs I've dealt with, I could merely type ./configure to get things rolling. I first always do a 'ls' command to list all the files and read any README or INSTALL files to be sure I'm doing the right thing and set up any manual stuff first. That usually does it for me.
