But as far as I know it isn't disabled on my laptop either, and I don't have the speech-dispatcher problem there. The configuration files for both kernels were taken directly from the Debian linux-image-2.6-686 and linux-image-2.6-k7 packages. The k7 is the desktop and the 686 is the laptop. I can try disabling this option to see if that helps.
