Yes, the light talk will work fine.  The command to boot would be
like:
linux speakup_synth=ltlk
The word 'linux' might have to be substituted with the right kernel.
Dunno about Debian.  With Slackware that command would have begun with
speakup.s...

I know you from a lot of Window-Eyes related reviews and such; welcome
to the other side:).
