Fedora 4, can't access consoles?

Bring it up in single user mode and debug your problem.

Your easiest solution may be to put it into runlevel three via the
relevant statement in /etc/inittab. Look for a line like:

id:5:initdefault:

and change the 5 to 3

It sounds to me like you did not get a proper installation, or this
would not be the case.
