I don't remember the home page for it off the top of my head, but if you go to freshmeat.net and search for "rar", you should get it in the results. I don't know how similar or different rar and winrar are in their functionality, since I only used the unrar utility to extract rar files, and never used the gnu/linux rar version to make rar files.
