Something else:
If you are downloading from the net at the same time that someone is 
accessing your FTP server, it will kill their download speed for sure.  
DSL/cable modems are rather stupid devices and they will not do any 
traffic shaping what so ever.  So, if you are downloading a file at full 
speed, the upload speed drops to almost nothing.

When you test your setup again, make sure that your connection is idel 
in both directions.
