Speakup modified Sarge & softsynth

No,  You need a hardware synth.
Because software speech in speakup requires speech-dispatcher and
speechd-up, you need an installed system to use it.  Speech-dispatcher
is a Debian package, but you will need to build speechd-up from CVS
source.
