X/Gnome

Hello

I know very little about X Windows/Gnome/KDE/etc..  However, I want to 
install a windows like system, on one of my Linux machines, for a local 
sighted user to use, mainly to access Linux graphics capable web browsers.

Questions:

Can I do an install and configuration, without having to run X/etc., and 
thereby do it while still maintaining speech?

Where do I start?

Which GUI will serve this purpose best?

I could probably find most of this via google, but it would take time, and 
possibly end in multiple false starts.  I wanted, instead, to talk to 
those who might have done this previously.

Any other thoughts or tips?
