When a PDF is created, there are a number of security settings that the creator can choose that have an impact on how the file is processed at the readers end. Some of the settings control how the document is aloud to be viewed. For example, the creator can decide to make the file print only. Which means that if you try to do anything other then print the document, you are going to be prevented from doing so. I encountered this exact scenario just last week, and it was real annoying when I had to read the PDF for work. I probably haven't answered your question, but it maybe what is preventing you from converting the file.
