Problem is that it's managed via multiple files, and it's unclear where
it's actually broken just from what you've reported.

But, I'm concerned that your problem may be even worse. It rather seems
as if the install never finished for whatever reason. Is that possible?
The last stage runs various setup scripts and those would include
setting paths, including initial settings for new users. Since this is a
new install, you might want to simply reinstall and make sure it ends
correctly. I have not seen any reports like yours on the Fedora lists.
