obtaining Speakup CVS

1.  try chmod 755 checkout and try again. or
2. do sh ./checkout.
this error usually means that the script doesn't have exec permisions 
or the intrepeter that it wants to use i.e. bash doesn exist. the 
former is probably the case here. though you may want to check the 
shebang line if changing permisions doesnt help.
