Ok. Run pppconfig. When you're asked if you want the modem to be auto
detected, select no. When it tells you to manually enter your modem
port, hit backspace to erase the 1, and type a 4 in its place, thus
making your entry read /dev/ttyS4. Follow the rest of your
configuration as you have before.  You should be able to run ppp_on
now. If it still doesn't work, let me know exactly what happens,
including any errors.
