I've just downloaded the tarball, and looked at the README, and at the
units.dat file, which holds the calculations. 

There is a comment in units.dat that reads:

"# Units cannot handle wind chill or heat index because they are two
variable # functions, but they are included here for your edification.
Clearly these # equations are the result of a model fitting operation."

So, I'll still go ahead with my program, but I've got another source with
the formula. Thanks for the tip, and thanks to Sina for explaining the stuff
on that web site I posted on yesterday.
