As so many distributions of Festival are around including Flite, Flinger, and FreeTTS, which also includes Mbrola voices I feel almost sure that Mbrola Voices can be distributed in a Festival package. However, I do not imply that I know everythin about the licences of both programs. I rest my case, I will no longer speak on this issue.
