What should Festival do better? (was: Speech Dispatcher 0.5 Release Candidate 1 available)

I wonder if peoples' complaints are with Festival or with the voices?  I
don't think it sounds very good as compared to Dectalk, et al.  Would better
voices help it or would it need a rewrite of parts of the tts process?
