Well, groff can be used to preformat documents of all kinds. There may be a labels macro in one of its libraries. It was used for many years before Bill Gates knew what a computer was back into the 1970's but then it had names like roff or troff. Before word processors became available for DOS and all that was available was edlin and its ilk, those preprocessor packages were the way to go. I had used them a little for doing reports but never did know of a macro specifically for labels but I didn't have access to all of their libraries at the time I used them.
