Partition Image -- A GPL Replacement for Ghost

I understand that a guy made a partition image using the cat command.
And he told me that it doesn't use the unused space.
Which is the difference?

I don't remember Partition Image being discussed on this list, so
I bring it up as it looks to be an excellent GPL replacement for
Norton Ghost, and it only images used space, unlike dd. Find
