No they are not. The permitions on /var/lock should be DRWXRWXRWT i.e. 1777 otherwise any user can delete any other user's lock file not what you want. This is why /tmp is sticky, it tells the operating system that even if the directory is writable you can only delete files you own. Regards, Kerry.
