PDF Explained

PDF stands for "portable document format." What it boils down to is that
it is a way for a publisher to make a document that looks the same
everywhere. (This is a sighted kind of thing.) It doesn't matter what kind
of system or printer you are using. The appearance of a document is the
same up to the resoolution of the device. It has become very popular for
for electronic rendition of forms. This way though the print quality
itself may vary, the layout will not. The form will be the same number of
pages regardless of the end user.

This is not optimim for blind and low vision people.
