I wonder if it is possible that your computer has a boot sequence
that causes  it to attempt booting from your HD and/or CD before
trying the floppy drive? The boot sequence is selectable in the
CMOS setup, and if your floppy were not the first boot device, it
could take somewhat longer to get started - although 7 to 10
minutes is beyond the pale...
