I no longer use linuxconf, though it is still tempting when there's something I don't quite know how to do myself. Problem for me was not the interface. I got used to the quirks of linuxconf's text interface readily enough. Problem was that it seems one cannot mix doing configuration by hand and doing it by linuxconf. Eventually, linuxconf just breaks if you do that. As is so commonly the case with these kinds of tools, one can only do what the tool supports. If you're willing to live with that, and I am not, you should be OK with linuxconf. PS: You can even run linuxconf from lynx. You need to open linuxconf and specify that this kind of access is allowed--somewhere under misc, if memory serves. Thereafter, it's localhost:900.
