Have you tried manually mounting the cd-rom drive to see if it is accessable with the command: "mount /dev"/cd-rom-drive" -r /cdrom"? I've also found that one thing that could screw up accessing the drive with setup is if there is a cd in the drive when the system boots (this seems to be true even if your drive cannot boot cds). Put in the cd after the machine is done booting, and see if that helps.
