I think with the Redhat boot images you need to specify the speakup_synth option on the text command line thusly: text speakup_synth=dectlk Or, something very close to that. As far as loading the speakup keymap I'm not sure, there may actually be a speakup choice when selecting the keymaps. Someone with more familiarity with redhat would know better than I.
