That is what I would expect, but it isn't happening, and I don't know why.
Here's the top of /etc/hosts:

127.0.0.1 localhost toccata.grg.afb.net
127.0.0.1 toccata.grg.afb.net toccata

And here's the output of nslookup toccata.grg.afb.net:

Server:		127.0.0.1
Address:	127.0.0.1#53

** server can't find toccata.grg.afb.net.: NXDOMAIN
