I think you are wanting to not have to specify a DNS server on every windows machine? Or perhaps you want to have them query your IP MAsq machine instead? Either way you first need to setup BIND on your linux machine. The best thing here is to go through the HOWTO. Once you have your machine so it provides its own DNS service you are home free. If you just want the winblows machines to query your linux machine set their primary DNS to your linux box. If you want them to do this automatically, you need to go the additional step of setting up DHCP. I would start with the HOWTO.
