I'm not sure that's necessary. scsi_rescan_device is exposed by sysfs, and the kernfs core insures that the underlying device won't be deallocated while a sysfs method runs. (scsi_rescan_device is also EXPORTed, so in theory it could be called under less safe circumstances.
