actually SEMS stands for Seria ATA Enclosure Management Bridge,
and SEP for Storage Enclosure Processor .. just looked up the
terms in the specification ...

the protocols used on I2C is IPMI, the command protocol to
communicate with the SEP is either SAF-TE or SES, AFAICT
but it might be proprietary if both the SEMB and the SEP
are from the same manufacturer ...
