It's probably worth looking at the way linux-omap works here - the idea there is that most of the development goes on as with the normal kernel workflow with linux-omap just CCed so people can keep up with generic OMAP work. The linux-omap specific work is a combination of support stuff, work for the core CPU (which is maintained as a separate tree) and for things that are not upstream. This system seems to work quite well, and is helping to deal with the big problems the OMAP code used to have with going upstream.
