Why is RCU being set to y?

Fine.

> CONFIG_PREEMPT_RT=y

This is correct.

> CONFIG_PREEMPT=y
> CONFIG_PREEMPT_SOFTIRQS=y
> CONFIG_PREEMPT_HARDIRQS=y

I think this part is susceptible.
