We assume that the maintainer of the package tests it before they release it :) 
The OFED testing then tests all the currently released packages as a bundle with a released kernel version backported to a distro kernel.
Sometimes this does find bugs in a package that the maintainer testing did not find that requires the maintainer to release a newer
package if they feel that bug is critical to fix now and sometimes they just do the fix in the next package if it is not critical.
