I applied this one to pci/virtualization for v4.17, thanks!

I changed the ifdefs from CONFIG_PCI_ATS to CONFIG_PCI_IOV.  I know we
use CONFIG_PCI_ATS in linux/pci.h, but I think that's a mistake.
