CXL.io is outside of TSP.

CXL.io IDE is a nearly identical programming model to PCIe IDE (some
edge constraints are different). So unless and until there is a solid
use case to cause the kernel to consider PCIe Link Stream IDE, then
CXL.io IDE can also live in a "Selective IDE Stream only, for now"
world.
