I'm not too clear on what the problem is. I guess you don't want the netdev watchdog timeout. Is the NIC still operating? It's just the PHB leading to the NIC that has an issue? Apparently the remedy is to return -ENODEV (from SLOT_NOT_USABLE == -9002) from rpaphp_get_sensor_state() instead of doing the retries.
