Decode VF 10-Bit Tag Requester Supported and Enable bit
in SR-IOV Capabilities Register.

Sample output:
  IOVCap: Migration-, 10BitTagReq+, Interrupt Message Number: 000
  IOVCtl: Enable+ Migration- Interrupt- MSE+ ARIHierarchy- 10BitTagReq+
